New Years Eve (written mid-November)
The Police Association - along with other public sector unions - is awaiting a decision by Government relative to penalties payable for New Years Eve. The Governments first offer of 100% pay loading in lieu of any other penalties payable was rejected. The second offer was 100% loading on top of existing penalty rates payable. The public sector unions, in concert with the United Trades and Labor Council, are still negotiating with Government in an effort to increase the offer to compensate members - who have no choice but to work - for this extraordinary event. The offer as currently stands is:
- 100% loading in addition to existing award/enterprise agreement entitlements.
- Loading payable for employees working between 6.00 pm 31/12/99 and 6.00 am 1/1/2000 or for a complete shift, where the shift concludes after 6.00 am and the majority of the time worked is within the 6.00 pm to 6.00 am timespan.
- Time off in lieu (TOIL) arrangements for employees on overtime to apply at two hours leave for each hour worked.
- On-call allowance to be paid at a rate of $50.
- Additional wage payments for New Years Eve/Day will be funded by Government.
- Minimum recall payment for work in the period is to be set at four hours.
As soon as this issue has been resolved, members will be notified of the benefits gained for New Years Eve. Look for the Police Associations General Newsletter, which will explain the offer.
Uniform Supply
The Police Association has received some complaints regarding the supply of uniforms to police. In the main, these complaints generally revolve around the length of time it takes the supply store to fill the order. If members have specific complaints on this issue, they should forward them to me in writing so the association can assess how widespread or otherwise this problem is.
Operational Investigators Allowance
The allowance is currently operating on a 12-month trial basis. I have received a number of enquiries from areas currently not included as to how an allowance could operate in their specific area.
SAPOL - during EB negotiations - limited an allowance in lieu of shift penalties to CIB investigators. If your area wishes to consider a similar type of allowance, you will first need to know the intention of SAPOL with regard to extending the allowance outside of the current agreement.
Alternatively, you could prepare necessary documentation for consideration at the next round of EB negotiations. Please contact me if you have further questions regarding this issue.
