Yearly report of
the committee of management
A transcript of the yearly report of the committee of management,
presented to the Police Association’s 2003 annual general meeting
on October 21, appears below.
I submit to you the annual report and financial statements for 2003
as provided for under the constitution.
The association’s claim for a new enterprise agreement is well advanced.
It is imperative that we maintain the improved position regarding
remuneration achieved in recent years.
At the time of writing, the association is in the process of making
a submission to the Select Committee of the Legislative Council, which
is examining the staffing, resourcing and efficiency of SAPOL. The
issue of staffing within SAPOL continues to be a matter of concern,
with the association being required to lobby government and the department
itself on an ongoing basis to ensure appropriate staffing.
As identified in the auditor’s report, our financial position continues
to improve. The recent revaluation of our property portfolio has significantly
increased our total assets. With no debt and a sound financial base,
the association is well placed to meet the challenges that lie ahead.
The Police Journal continues to feel the effects of the downward
trend in advertising sales. We will need to monitor all aspects of
its operations to ensure its ongoing success.
Following support provided by the association, the financial viability
of the Police Club has significantly improved and that position would
appear to be maintainable. Further decisions regarding the club’s
business will need to be made in an ever-changing environment.

support of members, delegates and staff for their commitment to the
association as we look forward with confidence to 2004.
