New PASA branch and delegate structure
The Police Association formed a working party which, with the
committee of management, recommended revised roles for the PASA branch
structure and officials.
This followed a 2002 annual conference motion that sought
successfully to form the party.
Some confusion had emerged about the roles of various
officials within the branch structure, including the respective
responsibilities of workplace and conference delegates.
The working partys members included:
- Tom Scheffler, assistant secretary.
- Mark Carroll, assistant secretary.
- Trevor Haskell, vice-president.
- Jason Squire, committee member.
- Bernadette Zimmermann, committee member.
- Peter Schulze, conference delegate, Metro South
Branch.
- Andrew McClean, conference delegate, South East LSA
Branch.
- Karen Robinson, president, Womens Branch.
- Neil Conaghty, conference delegate, Public Affairs Branch.
- Matt Nairn, conference delegate, Operations Support
Branch.
- Grant Pyatt, conference delegate, Metro South Branch.
- Mardi Otto, conference delegate, Metro North Branch.
- Martin Stone, conference delegate, Crime Command.
The working party held three meetings: November 6, 2002,
December 11, 2002 and February 12, 2003.
The committee of management was briefed and consulted on the
ongoing progress of the working party.
To accommodate the new structure, a special general meeting on
April 3, 2003, endorsed recommended rule additions and amendments to the
association constitution.
A May 5 meeting of delegates ratified the new structure.
Changes to the constitution include:
The titles conference delegate and
workplace delegate have been substituted by the one title,
delegate.
The role of the delegate will encompass all previous
roles of conference delegate and workplace delegate.
The new structure will have 60 delegate positions,
whose occupiers will be kept informed by PASA staff of current, relevant
issues.
General meetings of delegates will be conducted
throughout the year to ensure that lines of communication remain open.
The new structure will provide an enhanced, functional
and geographical capability. It will also identify key stakeholders in forming
working parties to address job-related or geographically specific issues.
Delegates can now represent up to 150 members within a
workgroup. At Fort Largs, cadets regardless of their number will
have one delegate.
The previous 20 branches have now been reduced to eight:
