Enterprise bargain 4
In a few months, the Police Association will begin to negotiate a new enterprise agreement. We will, of course, focus on improving the wages and working conditions of the association membership. But, as part of that exercise, several important issues need to be addressed. So consider these questions:
- Does SAPOL have career paths as such and, if not, should it?
- Is the current rank structure appropriate?
- Are current SAPOL human-resource management policies conducive to the retention of talent within the job in the years to come?
- Do current policies encourage specialization or generalization, and do they reward both?
- Do current HRM policies encourage the pursuit of excellence in specific areas of work or the pursuit of promotion at all costs?
- Is there an urgent need for a new strategy for staffing country postings?
- Does SAPOL have within any of its components any semblance of minimum staffing levels, or do members simply survive by the old police practice of making a bad system work?
- Are current educational and training programmes appropriate?
- Can we, in reality, break the link between rank and salary?
These are just a few of the topics that, in the interests of both the membership and the community, need further debate in the months ahead.
