The New Year
As the New Year begins, it is appropriate to outline to members some current Police Association issues and information that relate to the status of their organization.
EB3
The EB3 agreement ratified in the Industrial Relations Commission last September requires negotiations on specific issues to take place during the life of the agreement. Negotiations regarding clause 14 provisions and on-call have already begun. As well, a review of all senior-sergeant roles and responsibilities will be undertaken.
Staffing levels
The recruitment of more than 250 sworn police officers has been achieved over the last 12 months. This resulted from the findings of the Premiers task force and followed the associations staffing level campaign. The association must ensure the government maintains its commitment to full recruitment against natural attrition and additional recruitment above that level whenever the need is identified.
Country housing
The association will need to review policy on country housing. It will need to consider all the personnel issues associated with country postings, and SAPOL policy, due to the changing face of the police workforce. The PASA country housing sub-committee has been reformed. It will meet after the results of the SAPOL project examining this issue are known.
PASA structure
The association needs to continue to analyze its own structure to ensure it delivers the appropriate industrial representation to all its members, regardless of their ranks and functions. PASAs strategic plan provides for the development of an association culture and structure, as well as a management style and professional leadership that align with the needs of members.
PASA staff
PASA staff continue to perform at a high level and deliver the best possible industrial representation and service to the organizations 3,800 members. The appointment of member liaison officer, Tom Scheffler, has strengthened the associations industrial team.
PASA finance
The associations financial position is sound. We must, however, continue to review operations to ensure the long-term financial independence and commercial sustainability of the association. The association faces 2002 confident that it has the people and structure in place to achieve its objectives.
