New Constitution
A totally new constitution was adopted at a special general meeting of the club last September.
The adoption of the document with minimal amendment highlighted a couple of very important issues.
The first of these was associate members rights to hold office and have greater hands-on involvement with the club. These associate members will now be entitled to hold office on and vote at committee, but will not be able to hold any other management positions. They will remain ineligible to vote at annual general meetings.
The second issue concerned the definition of full member. Any serving, retired or resigned member of any police service is eligible for full membership. This includes civilian employees of SAPOL and female members.
Milestone
The acceptance of Kathryn Finnigan as the clubs first female member made history at the October committee meeting. She is a keen newcomer to the sport and the club wishes her a bright bowling future.
The Rules
Umpire Roy Howcrofts question from last months The Rules was: A player is on the mat preparing to bowl when the opposing director steps into the head to mark a toucher. Is this unfair interference to the player on the mat?
Howcroft says the answer lies in laws 36 and 23 of the Law Book, but adds: If the 'toucher has come to rest and a reasonable amount of time is allowed for the bowl to be marked, then possession of the rink is transferred to the other team (the player now on the mat). The opposing director is interfering, annoying or distracting the player on the mat.
If, however, the last delivered bowl has come to rest but then falls over and touches the jack before the player on the mat has delivered the next bowl, the director does not have to enter the head to mark the toucher.
He would 'indicate the bowl as a toucher before the next bowl is delivered and can then mark the toucher after the next bowl is delivered. If the opposing director enters the head he would also be interfering, annoying or distracting the player on the mat.
